The Board meeting of the Municipal Council of Muni Ki Reti-Dhalwala was convened at the Municipal Auditorium, presided over by Council Chairperson Neelam Bijalwan. The meeting resulted in several significant resolutions spanning revenue management, civic infrastructure, and public welfare.

**Discontinuation of Contract-Based Tehbazari System**

The Board unanimously resolved to discontinue the contract-based system for the collection of *Tehbazari* (market stall fees). Chairperson Bijalwan noted that the existing system had contributed to a steady rise in encroachments by street vendors and stalls, detracting from the town’s aesthetic character. She further highlighted that the system had enabled the entry of anti-social elements into the municipal jurisdiction without mandatory police verification, posing a risk to public safety. Emphasizing that the protection of human life is the Board’s paramount responsibility, she received the unanimous endorsement of all council members. Henceforth, *Tehbazari* fees will be collected directly by the Municipal Council. The Board also unanimously approved a 15 percent increase in parking charges across all municipal parking facilities, along with the issuance of tenders for their management.

**Budget for Financial Year 2026–27**

The Board deliberated on the budget for the financial year 2026–27. A projected income of ₹36,50,14,915 and an estimated expenditure of ₹33,36,28,000 were presented before the members.



**Dog Fees to be Fixed**

The Board took up the matter of stray and pet dogs within the municipal limits. A unanimous decision was reached to introduce a fee for keeping dogs within the jurisdiction. Under the proposed provisions, the rearing of banned dog breeds will be strictly prohibited. Chairperson Bijalwan directed the concerned officials to draft the requisite bylaws at the earliest.



**Shops to be Auctioned**

To augment municipal revenue, the Board unanimously resolved to auction four shops situated near the Kharashrot parking area.



**Ward-Wise Proposals by Councilors**

All councilors presented proposals and demands pertaining to their respective wards:

– **Ward 01 – Minu:** Proposed revenue generation through the auctioning of shops located within the ward.
– **Ward 02 – Vinod Khanduri:** Demanded rectification of a hazardous slope near ‘Aswal Shutter’ on Laxman Jhula Road, which has been a frequent site of accidents, and called for the immediate repair of the dilapidated public toilet at ‘Aastha’.
– **Ward 03 – Sachin Rastogi:** Proposed the laying of a new sewer line to replace the aging one in Lane No. 24, Sheesham Jhadi, and demanded an update of lane numbering in the area.
– **Ward 04 – Brijesh Giri:** Raised concerns over debris left uncleared by various departments following work in the Sheesham Jhadi area, and demanded action against the responsible contractors.
– **Ward 05 – Laxman Bhandari:** Demanded resolution of the ongoing jurisdictional boundary dispute between the Municipal Council and the Corporation near Garhwali Dharamshala in the ’14 Bigha’ area.
– **Ward 06 – Babita Ramola:** Proposed the construction of an entrance gate at the municipal boundary near Kusum Bharti Public School on the ’14 Bigha’ embankment, along with the repair of damaged manholes and roads, and the installation of CCTV cameras.
– **Ward 07 – Gajendra Singh Sajwan:** Demanded the construction of a footpath on the 14 Bigha Bridge in view of increasing traffic during peak seasons, and proposed the installation of statues honoring Statehood Movement activists at the same location.
– **Ward 08 – Swati Pokhriyal:** Proposed the disbursement of sewer line funds for Anand Vihar in two installments, along with the construction of a CC (concrete) road and rainwater drainage works. She also requested that a formal communication be sent to the Forest Department for the construction of a check dam to address monsoon runoff from the Herbal Garden.
– **Ward 09 – Rekha Painyuli:** Demanded the expeditious construction of a high-tech library in Rajiv Gram.
– **Ward 10 – Vinod Saklani:** Demanded the immediate construction of a public toilet on the Dhalwala Bypass, development of a playground behind Suman Park, and repair of deteriorating roads.
– **Ward 11 – Nisha Negi:** Called for the prompt replacement of non-functional streetlights and ensuring the timely operation of garbage collection vehicles.
